Two decorators work on scaffolding on the first floor of an Edwardian period home in south London. Warm light from inside the house contrasts with blue winter light at dusk a few miles south of parliament in Westminster. Other homes are in darkness. It is late one evening in central London, in a suburb known as Herne Hill, SE24 in the borough of Lambeth. We see across the metropolis from quiet and expensive period homes, whose owners would typically be white middle-class, across to the blocks of flats (apartments) in the Loughborough Estate, a far rougher location for street gangs and high crime rates.
