Schoolboys get dressed after an afternoon off from classes, spent next to the western Palace Pier at the seaside town of Brighton. In the background is the western Palace Pier, a major landmark on this south coast resort. Ofsted's guidelines are that for children of 9-12, a ratio of one adult to 8 young people is a requirement.
