  • Penalty charge notice or PCN on the windscreen of a car on 10th December 2020 in Birmingham, United Kingdom. Penalty charge notices or fixed penalty notices or FPNs are parking tickets which were introduced in Britain in the 1950s to deal with minor parking offences. Originally used by police and traffic wardens, their use has extended to other public officials and authorities, as has the range of offences for which they can be used.

  • Many penalty charge notices (PCNs) accumulated under the windscreen wiper of a badly-parked car in Brixton, Lambeth, south London. Attached to the front of the car we see a detail of the notices from three different occasions, filled out by a Lambeth parking enforcement attendant and accumulating three fines. Drivers and owners are advised not to ignore these notices as there are surcharges levied on the fine if not paid within a period - typically, after 14 days. The PCNs are sealed in polythene bags to avoiud water damageLambeth's fines range from £60 to £130 but in 2012, 43,723 of the 195,705 penalty charge notices that it issued – or 22% - were cancelled after appeals or wrongful issue.

Car drivers have found it hard to adjust to new cycling priority areas and this route has been designed to improve safety and comfort for cyclists by reducing conflict with motorised traffic.   • A 5 year-old boy has his bike journey to nursery school disrupted by a vandalised car that lies on the side of a quiet path in Dulwich, south London. Perhaps stolen and certainly attacked then left on the side of this pedestrian thoroughfare where graffiti has been sprayed on the pavement and fences that back on to nearby homes. The alleyway is used by cyclists and commuters taking a quiet route into central London from this leafy suburb.

General stats:Figues as of April 2011; 15,001 inmates in 26 prisons across Cambodia. 730 children, 26 girls. 9,607 detainees convicted, 5,394 awaiting trial. 252 children are awaiting trial. Children are according to the law supposed to go to trial within 6 months of arrest but many wait up to a year before a sentencing regardless of the severity of the offence. Battambang provincial prison has 1170 inmates ( capacity 700) including 37 children and youths under 18. Most cases amongst the boys are rape, a few murders and robbery. Stealing food & drink to eat is considered a robbery if offence is commited by two or more individuals and comes with severe punishment. Most of cases amongst girls are robbery. Without LAC none of these children would have any legal representaion. Being arrested by police on suspicion of commiting a crime they can spend up to a year awaiting trial, if convicted ( rape is 1-4 years) they can expect to wait up to several years for an appeal hearing.

  • Racist graffiti has been sprayed on a wall on Herne Hill in the south London borough of Southwark. Appearing some time over the weekend, the offensive message was left outside a jazz and funk bar called Dee Dee's in an otherwise very affluent suburb of the capital, making this offence very unusual and shocking many residents. It was initially partly painted over then covered by sheets before council workmen appeared to remove the graffiti within 30mins after it being reported.

Appearing some time over the weekend, the offensive message was left outside a jazz and funk bar called Dee Dee's in an otherwise very affluent suburb of the capital, making this offence very unusual and shocking many residents. It was initially partly painted over then covered by sheets before council workmen appeared to remove the graffiti within 30mins after it being reported.

In addition, 66 people were reported to have been injured, including at least 31 police officers, 11 of whom required hospital treatment.

  • The Streatham High Road remains closed 24hrs after the terrorist attack in south London, in which Sudesh Amman, 20, was shot dead by police after stabbing people, on 3rd February 2020, in London, England. Amman had been released from prison a week ago after serving half of a sentence for terror offences, and was under police surveillance. Three people were injured but none is in a life-threatening condition.
