  • Standing on the roadside are three British traffic policemen. It is snowing in the depths of winter and the three officers are watching on-coming traffic as it negotiates safe routes downhill in South London. Wearing yellow jackets of the early 1990s we see the traces of snow that fell across the scene in diagonal blurs. Cars of the era drive along roads that have succumbed to the snowfall, seemingly unsalted or treated with anti-snow grit. In the background a couple walk carefully on hazardous pavements.

With tourist horse carriages and visitors nearby, the two officers position themselves in the middle of this semi-circular enclosure built by Aníbal González, the great architect of Sevillian regionalism, for the Ibero-American exposition held in 1929. Today the Plaza de España mainly consists of Government buildings. The Seville Town Hall, with sensitive adaptive redesign, is located within it. The Plaza's tiled 'Alcoves of the Provinces' are backdrops for visitors portrait photographs, taken in their own home province's alcove.

In their small boat used to police and often make searches of the river in central London, their searchlight watches for people in the water - especially on Fridays and around New year. The Underwater and Confined Space Search Team (UCSST), are part of the Marine Support Unit and based at Wapping. They also carry out searches in canals, ponds, lakes and reservoirs. It was set up as a full time unit in 1964. One of their most distressing jobs, however, is recovering bodies from the River. On average over 50 people lose their lives in the Thames each year and about 80% of these are by suicide (usually by jumping off one of the many bridges that cross the Thames).

Section 128 of the Serious Organised Crime and Police Act 2005 restricts those gaining access to this and other protected site. Barriers have been there since 1920 but in 1982 access was more fully restricted with railings and a demountable gate. This was replaced by the current black steel gates in 1989. The increase in security was again due to an increase in violence, particularly by the IRA but otherwise to street protests such as the Poll Tax riot in 1990.

The app works out the cost of journeys and cab drivers say it is the same as using a taxi meter, which only black cabs are legally entitled to use. The London Taxi Driver Association (LTDA) also said part of the demonstration was about highlighting the length of training - between four and seven years - taxi drivers undergo before being licensed. During the protest roads were gridlocked around Parliament Square, Whitehall and Trafalgar Square in the capital's West End. .

Holding a variety of splinter marches, students were campaigning against plans to raise tuition fees in England to up to £9,000 per year, with a vote expected in the House of Commons before Christmas. More than 230 officers from across the Humber region travelled to London to help police the Olympic Games. Holidays were restricted, training reduced and special constables  drafted in to provide cover in Hull and the East Riding as officers were sent to London to police the city while the Games are on. Senior officers say they have been working hard to ensure "core policing" across Hull and the East Riding is not weakened.
